Fixed telephony traffic ARPU is based on revenues generated from traffic volume and does not include revenues from fixed line subscriptions.
As in the previous years, Western Europe saw a continuous decline in the volume of fixed telephony traffic minutes from 2007 to 2008. In the case of the top-5 countries in the region the volume of call minutes declined by 5.9%.
From 2007 to 2008, the top-5 countries in the region encountered a combined year-on-year decline of 46.5bn fixed telephony traffic minutes. The UK experienced the largest year-on-year decline at 11.5% representing 18.6bn minutes during the period. Germany retained its position as the country with the highest volume of traffic (268.5bn minutes) for the period despite having a year-on-year loss of 10.0bn minutes. From 2007 to 2008, France had the lowest decline among the top-5 countries: -3.0% year-on-year from 2007 to 2008.
