As illustrated by Fig. 1, the Top-10 countries with the highest population penetration of main lines in 2001 have ratios going from 65.3% for the Netherlands to 79.6% for Luxembourg. As com-pared to 1996 all these countries have seen an increase, albeit modest, due first of all to the development of ISDN (meaning a second line) in businesses. Secondly, the growth in Internet usage also resulted in demand for additional lines, particularly in homes, either in the form of ISDN, such as in Germany, or in the form of a second main line, such as in the USA.
